Stephen Harper: Canada has no plans to join Syria military mission [Video]

Canada won't be participating in any military intervention in Syria but supports the countries who are now considering launching an attack against the troubled country, the prime minister said Thursday.

"At present the Canadian government has no plans for a Canadian military mission [to Syria]," Stephen Harper said. "Notwithstanding [Canada's] reluctance [to getting involved], the risks of not acting in the face of what appears to be [an escalating situation] appears extremely dangerous."

Harper's comments come a day after Foreign Affairs Minister John Baird told reporters Canada's role would likely be limited to a supporting one, and that the government would also lend political support to any military strikes.

A meeting of the United Nations Security Council earlier this week ended without consensus. Of the five member countries, Russia and China have maintained their support for Syria's Bashar Al Assad, despite pressure from the U.S., France and the U.K. to potentially launch some kind of strike.

Baird said Wednesday that while an attack using drones and cruise missiles was being considered, Canada has neither.

NDP Leader Tom Mulcair said Wednesday that MPs should be recalled to the House of Commons to debate the specifics of what Canada's role would be.

Liberal Leader Justin Trudeau has also stated he believes MPs should return to the House to, among other things, discuss Syria.

Harper's statement that Canada will not become militarily involved in Syria precludes previous calls from opposition parties that Parliament would have to be reconvened so that Canadian engagement could be debated.

US home prices rise strong 12.1 percent in June

WASHINGTON (AP) ? U.S. home prices rose 12.1 percent in June from a year earlier, nearly matching a seven-year high. But month-over-month price gains slowed in most markets, a sign that higher mortgage rates may weigh on the housing recovery.

The Standard &Poor's/Case-Shiller 20-city home price index slowed only marginally from May's year-over-year gain of 12.2 percent, the fastest since March 2006. And all 20 cities posted gains from the previous month and compared with a year ago, according to the report released Tuesday.

Home prices in Las Vegas soared 24.9 percent from a year earlier to lead all cities. Purchases by investors have helped drive that increase.

Other cities hit hard by the housing bust also posted stunning gains in the past year. Prices have jumped 24.5 percent in San Francisco and nearly 20 percent in both Los Angeles and Phoenix.

Still, 14 of the 20 cities posted smaller gains in June compared with May. That's unusual considering June is the middle of the summer buying season.

And in cities less affected by the housing crisis, gains have been more modest. Prices in New York and Cleveland are about 3 percent higher than a year earlier. Prices rose 5.7 percent in Washington, D.C. and 6.7 percent in Boston.

Most economists expect the overall index to slow to single digits in the coming months, which they see as a more sustainable pace.

"The fundamentals of the housing market are solid," said Gus Faucher, senior economist at PNC Financial Services. "Despite higher prices and mortgage rates, affordability is still much better than it was prior to the housing crash....Many households that put off buying a home in recent years are now getting back into the market, boosting demand. Lending standards for mortgage loans are easing somewhat."

The index covers roughly half of U.S. homes. It measures prices compared with those in January 2000 and creates a three-month moving average. The June figures are the latest available. They are not adjusted for seasonal variations, so the monthly gains reflect more buying activity over the summer.

Steady job gains and low mortgage rates have encouraged more Americans to buy homes. And even as demand has risen, a limited number of homes have been available for sale. That combination has led to sharp prices gains.

But mortgage rates have climbed more than a full percentage point since May. The increase has already slowed sales of new homes in July. And economists expect it could drag re-sales lower in August.

Mortgage rates began to rise after Federal Reserve Chairman Ben Bernanke first signaled that the Fed might reduce its bond purchases later this year. The purchases have helped keep borrowing costs low.

Economists said the index likely captured only part of the recent increase in mortgage rates, some of which occurred after June.

Other factors may be slowing price gains. Investors made up only 16 percent of buyers in July, down from 22 percent a year earlier. That reduces competition for purchases. And foreclosed homes, which usually sell for fire-sale prices, are also making up a smaller proportion of sales.

A slowdown from the strong price gains in recent months isn't necessarily a bad thing, said Stan Humphries, chief economist at real estate data provider Zillow. It may keep home prices from becoming unaffordable.

"This ongoing stabilization ... is happening, and it's not the end of the world for the housing market," Humphries said.

Rising prices have several economic benefits. They make homeowners feel wealthier and more likely to spend. And they encourage more Americans to sell homes, which boosts the supply of available homes, leading to more sales.

Fracking operations triggered 100 quakes in a year

Protests against proposed fracking operations in southern England culminated today with the arrest of Caroline Lucas, a Green Party member of parliament. Meanwhile, new geophysical research concludes that over 100 small earthquakes were triggered in a single year of fracking-related activities in one region of Ohio.

Lucas was one of about six demonstrators arrested for refusing to move from a sit-down protest when asked by police. The protest, which involved hundreds of activists, took place at a site in Balcombe, West Sussex, where a company called Cuadrilla aims to sink a single conventional oil well as a prelude to possible fracking operations. The company stresses that no permission has yet been given for fracking itself.

The Ohio quakes, centred around Youngstown, were triggered by the disposal of wastewater from fracking operations in the neighbouring state of Pennsylvania rather than by the fracking process itself.

The new geophysical research, by Won-Young Kim at Columbia University in Palisades, New York, is the latest to suggest that the main risk of earthquakes associated with fracking relates to the way the water used in the operations is disposed of afterwards. In Ohio, the wastewater was injected into a deep well. This raised the pressure of water within the rock and triggered 109 small quakes between January 2011 and February 2012. The largest, on 31 December 2011, had a magnitude of 3.9.

Cause and effect

Seismologist Brian Baptie at the British Geological Survey (BGS) says that very few quakes are caused by the actual hydraulic fracturing process. The only known examples occurred in Blackpool, UK, in 2011, and in the Horn River Basin of western Canada between 2009 and 2011.

Quakes are not the only reason that fracking is such a controversial technology. There are also concerns that the chemicals added to fracking water to aid the process may contaminate groundwater reservoirs ? although geologists at the BGS say that groundwater reservoirs usually lie thousands of metres above the rocks that are fracked in well-managed operations, making contamination unlikely. They acknowledge, however, that there is little peer-reviewed research into the subject.

A spokesman for Cuadrilla told New Scientist that it had "scaled back" activity in the wake of the current UK protests to avoid any possible dangers to the protesters and the public. As the standoff intensifies, the BGS is continuing a survey to estimate reserves potentially available from oil shale in West Sussex, following a similar survey in England's midlands, where fracking operations are also proposed.

Bolt wins 3rd gold, helps Jamaica win 4x100 relay

MOSCOW (AP) ? Usain Bolt won his third gold medal of the world championships, anchoring Jamaica to victory in the 4x100-meter relay on Sunday.

The Jamaican team of Bolt, Nesta Carter, Kemar Bailey-Cole and Nickel Ashmeade won in 37.36 seconds.

The United States was second in 37.66 and Britain took bronze in 37.80.

Bolt had already won the 100 and 200 meters. It was his second sprint triple at the world championships, matching the two he has won at the Olympics.

With his victory, Bolt moved to the top of the career world championships medals table with eight gold and two silver, edging Carl Lewis, who has eight gold, one silver and one bronze.

NFL Hall of Fame: is Andre Reed next after Cris Carter?

Cris Carter has broken the long-standing logjam at wide receiver for the Pro Football Hall of Fame. Is Andre Reed the next to follow?

The Pro Football Hall of Fame holds their annual induction ceremony this weekend, and one face you won't see is Andre Reed. Reed, the Buffalo Bills' all-time leading receiver, has been a finalist seven times and even finished ahead of Carter in voting two years ago, but hasn't yet been able to crack the final five.

"People keep telling me, ?He?ll get in, he?ll get in, ust be patient,? " former Buffalo Bills general manager Bill Polian told theMMQB for an article that ran earlier this week. "And then this year it was, ?His numbers don?t measure up.? Measure up to what? If you measure his numbers against everybody who played in his time, he?s as good or better than anybody. I don?t get it. It?s beyond me. I just can?t figure out why. I don?t know why. No one can give me a logical answer. I ask, and the answers that I get ? when you apply metrics, when you apply logic, it just doesn?t seem to work out."

Reed was third on the all-time receptions list when he retired with 951 catches. He's now been moved down to No. 11, passed up by other more recent pass catchers. To his credit, Reed is taking it in stride now after getting agitated for several years.

"I?m there for a reason," Reed told the Kansas City Star this week of being a finalist so many times. "I wouldn?t be in that position if they didn?t think I was supposed to be there. When my day comes, it?ll come ? It?ll happen. You have no control over it, that?s the bottom line."

For now, Reed will have to watch the induction ceremony like everyone else. Instead of being in Canton, this year he's at training camp with the Kansas City Chiefs, where he has been interning as a minority coaching fellow during training camp. His head coach there, Andy Reid, told reporters this week that Reed should be in the Hall of Fame.

"I?ve been close, I?m pretty close right now, I?m probably as close as I?ve ever been," Reed told SB Nation's Joel Thorman on Wednesday from Chiefs camp. "If I really worried about that, if it was really on my mind all day, I would drive myself crazy. I?m doing something I want to do and when that happens, it happens on someone else?s time. But, for Andy to say that about me, it?s pretty special.?

The induction ceremony is tonight at 7 PM on NFL Network featuring the Class of 2013: Larry Allen, Cris Carter, Curley Culp, Jonathan Ogden, Bill Parcells, Dave Robinson and Warren Sapp.

Is it Legal to Live in Your Car? - Law and Daily Life - FindLaw

For many Americans who are down on their luck, their cars have become a permanent home away from home.

But not all localities are welcoming of what some lawmakers are calling "vehicle vagrants."

For those who intend on making their car a very cheap hotel, take these legal issues into consideration before living in your car:

Trespassing/Parking

For the most part, spending an extended period of time in your car isn't a problem -- you can sleep in your parked car in your driveway if you'd like. Rather, it's the fact that your car is in one spot for at least as long as you're sleeping in it.

Parking your car on someone's private property can get you arrested for trespassing, unless you have the owner's consent. And if you do, you might as well as to just crash on a couch.

If you park on a public street or in a neighborhood, you'll need to obey the parking laws, unless you want to continuously fight parking tickets. Remember that while an area may not have an hourly limit, cars that remain parked in one area long enough will draw the attention of law enforcement.

Vagrancy Laws

The U.S. Supreme Court in 1972 struck down a Florida municipal vagrancy law for vagueness, and since then most jurisdictions have abolished their general vagrancy laws.

However, your city may have specific laws relating to "vehicle vagrancy," which may make it a criminal offense to live in your vehicle without a permanent residence, even if you have permission to park there.

For example, lawmakers in upscale Palo Alto, California, are attempting to curb vehicle-dwellers in their city with a new ordinance that would make sleeping in cars a citable offense and relies on citizen reports for enforcement, reports the San Francisco Examiner.

Indecent Exposure and Loitering

Although most vagrancy laws have been put to rest, the practical necessities of living out of your car -- like getting dressed in your car -- may get you cited for indecent exposure.

The level of exposure necessary for indecent exposure varies from state to state. But in general, exposing your genitals to the public, even while changing your undies in the car, can potentially be considered a misdemeanor.

Loitering laws in different cities and states make it illegal for a person to remain in a public place for too long. New York law, for example, makes it illegal to sleep in a metro station; police or antagonistic citizens may try to use these laws to hassle you for spending the night in your vehicle.

Keep these laws in mind before making your car a temporary or permanent place to live.

MEXICO'S DRUG WAR PRISON BOOM

Indigenous Oaxacan Political Prisoners in Private Facilities

After spending nearly 17 years in the same prison cell just outside of Oaxaca City, seven indigenous Loxicha political prisoners were transferred in June?twice.? The transfers, which enraged and frightened their families and supporters, were part of a nationwide shuffle of existing prisoners to fill beds at newly opened facilities that were financed by Mexican and United States drug war money.

The prisoners, Agust?n Luna Valencia, Eleuterio Hern?ndez Garcia, Fortino Enriquez Hern?ndez, Justino Hern?ndez Jos?, Abraham Garcia Ramirez, Zacarias Pascual Garcia L?pez, and Alvaro Sebasti?n Ramirez, are Zapotec indigenous men from Oaxaca's Loxicha region, one of the state's poorest and most marginalized.?The seven Loxichas are accused of participating in the Aug. 29, 1996, Popular Revolutionary Army (EPR) uprising in la Crucecita, Oaxaca, in which 11 government agents were killed. The indigenous men say they were tortured into signing hundreds of pages of blank paper that were later filled in with confessions. The Loxichas were convicted of murder (of the federal agents), terrorism, and conspiracy, and they were sentenced to up to 31 years in prison.

This past June 7, the Loxicha prisoners were transferred to the new private medium security federal prison Cefereso #13 in Miahuatlan, Oaxaca, located three hours from the Ixcotel state prison where they spent the past sixteen years. The publicly financed, privately managed prison opened this past March. It is Oaxaca's first federal prison and Mexico's first private prison.

In response to increasing prison overpopulation throughout the country, the federal government has promised to transfer federal prisoners out of the state prisons where they are currently incarcerated and into new federal prisons. As part of this reshuffling, the seven Loxichas?all held on federal charges?were transferred to the Miahuatlan prison along with 186 other federal prisoners from state prisons around the country. When prison officials didn?t notify the prisoners? families about the transfer, this led to fears that the Loxicha political prisoners had been disappeared.

When the Loxichas' families located them in Miahuatlan?s new private prison, they attempted to visit them there in order to assure that the prisoners were not abused during the transfer. The families were shocked to discover that the prison prohibits face-to-face visits. The prisoners are only allowed 30-minute visits via closed-circuit television. "My father thought that I was calling him from somewhere else," recounted Erica Sebasti?n, Alvaro Sebasti?n Ramirez?s daughter, following a televised visit. ?"He told me that all of the other prisoners were surprised because we were the first people to visit that prison.? That?s how we know that was due to political pressure that we were allowed to see them."

Contrary to the government's claims that its new "modern" private prison would "offer clinic services, education, and recreation areas to the prisoners," as well as "job training" and "dignified facilities," Erica found her father and the other Loxichas living in "degrading and inhumane" conditions. "They went a whole week without any toilet paper," complained Erica. "They had to bathe themselves in front of female guards."

In a press release, the families denounced that the prisoners had gone "13 days without seeing the sun, without leaving their cells, without being able to change their clothes, drinking [dirty] tap water, eating small rations of only beans and a piece of bread, suffering from chronic illnesses and not having access to neither medicine nor medical attention." ?The families also discovered that Federal Police abused the inmates during the transfer. ?"[Federal Police] violently removed them from cell #22 in the Ixcotel prison, they stole their money and valuables, [and] they left them outside exposed to the elements for several hours with their hands tied behind their backs and in uncomfortable positions."

On June 21, the same day the families held a press conference to denounce the inhumane conditions at the Miahuatlan prison, the government transferred the prisoners yet again?this time, to a maximum security federal prison in Tabasco, which is located over 12 hours from their families in Oaxaca. "The government is mocking us," commented Erica after learning of the new transfer. "It wants to wear us down."

During a three-hour face-to-face visit in the Tabasco prison on June 26, Alvaro told his daughter that the conditions there were better than in Miahuatlan's private prison. ?"They're thankful to be out of that place," reported Erica after leaving the prison. "They aren't thinking of [the transfer] as retaliation. They think of it as a victory that they were transferred out of Cefereso #13, because whoever gets sent to that prison goes crazy."

Nonetheless, the families are upset that their loved ones were sent so far away because the trip is prohibitively expensive. The relatives had to beg for donations to cover travel costs for their first visit, and they borrowed a vehicle from the Oaxacan teachers union to get to the prison in Huimanguillo, Tabasco.

The Tabasco and Miahuatlan prisons are two of 12 new federal prisons that are financed in part by funds from the United States government's Merida Initiative drug war aid package. Under the rubric of "prison reform," the Merida Initiative aims to increase federal prisons? capacity from 6,400 to 20,000 prisoners by funding new prisons, training prison guards in the United States, and establishing a corrections academy and canine training facilities in Mexico.

The construction of new prisons has been a priority due to concerns that Mexico?s overburdened, corrupt prison system could not handle the influx of new prisoners that officials hoped the drug war would create. The 12 new prisons constitute a veritable boom for Mexico's budding industry, bringing the total number of federal prisons up to 25.

Legal Recourses Exhausted
The seven Loxicha prisoners deny that they belonged to the EPR and participated in the uprising.? Furthermore, Erica argues that the government?s charges against her father are contradictory and unlawful: "The State accuses my father of participating in a rebellion, but he was judged as a common criminal."

Erica points out that Article 137 of Mexico's Federal Penal Code states, "When the crimes of homicide, robbery, kidnapping, looting, and other crimes are committed during a rebellion, the rules of combat apply. The rebels will not be responsible for the homicides nor injuries occasioned by the acts of a combatant?" ?If the Loxichas were tried and convicted as rebels?as the government claims they are?instead of common criminals, they would have been sentenced to 1-20 years for rebellion instead of thirty years for homicide and terrorism. In other words, they could have possibly already served their sentences instead of living in federal prison alongside some of the drug war?s most ruthless convicts.

The Loxicha prisoners have exhausted their legal options within the Mexican court system.? On May 6, 2013, Alvaro Sebasti?n filed a complaint with the Inter-American Human Rights Commission in the hopes that the Inter-American Human Rights Court will hear his case.? Because the Mexican government is legally required to abide by all Inter-American Human Rights Court verdicts, a favorable verdict is his only remaining legal recourse.

However, Sebasti?n and his supporters, known as the Voice of the Zapotec Xiches Collective, are not idly waiting for the Inter-American Commission to review his case.? They believe political pressure from civil society will ultimately free Sebasti?n and the other Loxicha prisoners.

Sebasti?n has followed in the footsteps of other high-profile indigenous political prisoners and publicly declared his support for the Zapatistas. During his tour of Mexico in 2006, the Zapatistas' Subcomandante Marcos appealed to supporters to create a national campaign for the liberation of the country?s political prisoners. Since then, dozens of indigenous political prisoners and their supporters, particularly in the Zapatistas' home state of Chiapas, have united under the Zapatista banner to agitate for their freedom.

The strategy gives political prisoners access to the Zapatistas? supporters around the world.? The resulting political pressure has forced the government to release dozens of imprisoned Zapatista supporters, including Gloria Arenas and her husband Jacobo Silva Nogales, both former commanders of the Guerrero-based Revolutionary Army of the Insurgente People (ERPI).

TORONTO Aug 2 (Reuters) - Canada's SNC-Lavalin Group Ltd unexpectedly reported a quarterly net loss and lowered its financial forecast for the year on Friday following charges on projects in two North African countries.

The company's shares fell 6 percent to C$40.44 on the Toronto Stock Exchange.

The Montreal-based company, one of the world's largest construction and engineering companies, said results reflected operating losses at its oil and gas unit for a project in Algeria and at its infrastructure and environment business for a halted project in Libya.

"Due to a variety of unexpected factors, such as the ones (we) have experienced in the second quarter in North Africa, 2013 is proving to be a very challenging year for the company," Chief Executive Robert Card said in a statement.

SNC, which is trying to move forward from a series of corruption and ethics misconduct cases, said it is in talks with a client who made a C$70.1 million claim alleging late penalties under a fixed-price project in Algeria.

The company also recorded a C$47 million risk provision, following an unexpected attempt to draw on letters of credit relating to a project that has been halted due to civil unrest in Libya. SNC said it was unaware of any claim and would use all legal means to prevent any draws.

"North Africa, Middle East - still very difficult markets," Maxim Sytchev, a senior analyst at Dundee Capital Markets, said. "The company cannot step away from a difficult project, they have to finish it. So that's exactly what they're going through right now.

"It's been a number of disappointments back to back."

SNC had announced a new turnaround growth strategy in early May, which called for a focus on lower-risk markets like North and South America as well as liquidating unspecified infrastructure investments.

SNC also remains occupied by ongoing investigations into past corporate misconduct. The far-reaching scandal involved former top executives who have since been charged with bribery and corruption for activities in several countries including Libya, Canada and Bangladesh.

UNEXPECTED LOSSES

The net loss for the second quarter was C$37.5 million ($36.2 million), or 25 Canadian cents a share, compared with net income of C$31.9 million, or 21 Canadian cents a share, in the year-before quarter. Revenue rose 1.6 percent to C$1.94 billion.

Analysts, who had been expecting a profit, said SNC results fell far short of consensus, even when excluding losses.

Going forward, the company said it now expects 2013 net income to be in the range of C$220 million to C$235 million. In March, SNC had forecast net income for the year would rise between 10 percent and 15 percent from the C$309.1 million it earned in 2012.

Losses would have been even greater if it weren't for the company's concession asset business, which includes managing the 407 express toll highway that crosses just north of Canada's largest city.

Excluding SNC's Infrastructure Concession Investments unit, net loss was C$104.7 million for the quarter, compared with net income of C$1.2 million during the year-ago period.

The strength of this business segment and the expectation the other segments will eventually turn around is one reason why the stock is not reacting more negatively, Sytchev said.

"Right now it's just waiting for the difficult projects to cycle through. Hopefully we're going to be done with that maybe mid-next year. I think the bulk of them are going to be completed," he said.

U.S. issues global alert over al-Qaida threat

The State Department on Friday put Americans worldwide on notice for possible terrorist threats, citing the Middle East and North Africa as particular danger spots and suggesting strikes could take place or originate in the Arabian Peninsula.

The department also confirmed a list of 21 diplomatic missions across the Middle East, North Africa and reaching as far as Afghanistan that will be closed on Sunday ? President Barack Obama's birthday ? because of a credible security threat

"Current information suggests that al-Qa'ida and affiliated organizations continue to plan terrorist attacks both in the region and beyond, and that they may focus efforts to conduct attacks in the period between now and the end of August," the department warned.

The diplomatic missions affected include those in Egypt, Iraq, Qatar, Bahrain, Kuwait, Afghanistan, Dhaka, Bangladesh; Amman, Jordan; Muscat, Oman; Riyadh, Saudi Arabia; Algiers, Algeria; Abu Dhabi, United Arab Emirates; Sana'a, Yemen; Djibouti; Doha, Qatar; Khartoum, Sudan; Nouakchott, Mauritania; and Tripoli, Libya. American diplomatic posts in Israel also will be closed.

Consulates in Dharan and Jeddah, Saudi Arabia, as well as a consulate in Dubai, United Arab Emirates, and Erbil, Iraq, also will close.

Sunday is a regular workday in Muslim countries, as well as in Israel.

The alert issued Friday warns that "terrorists may elect to use a variety of means and weapons and target both official and private interests. U.S. citizens are reminded of the potential for terrorists to attack public transportation systems and other tourist infrastructure. Terrorists have targeted and attacked subway and rail systems, as well as aviation and maritime services."

The department said "U.S. citizens should take every precaution to be aware of their surroundings and to adopt appropriate safety measures to protect themselves when traveling" but did not specify what those measures should be.

Drug use of New Mexico teens exceeds Chicago, Detroit

Once a top student, the 17-year-old now sits on his bed at Stepping Stones, a community home in Las Cruces for teens with behavioral or substance abuse problems. A probation bracelet hugs his right ankle.

"I did a lot of dumb stuff," said Xavier, whose real name is not being used to shield him from potential criminal charges. "... Sometimes I'd use (my) intelligence to get away with stuff. I'd use it in a bad way instead of a good way."

He sits on his neatly made bed, a blue comforter, striped sheets and one white pillow spread across it. Dim mint green paint covers on the walls, and a towel hangs off the open door. He talks about his family problems -- which led him to drugs, which led to making thousands of dollars selling and trafficking, which led to trouble, which led to here -- and the other teens like him.

Teen drug use is not new. Nationwide, youth drug use rates have remained largely stagnant over the past decade, despite years of drug and alcohol education aimed at students.

But New Mexico teens continue to use every drug measured by the Centers for Disease Control and Prevention -- from marijuana to cocaine to heroin -- at higher rates than students nationwide. New Mexico teens use drugs at higher rates than even Chicago, Baltimore, Detroit and other cities long considered the crime capitals of the

United States, according to the CDC.

And in Do?a Ana County, the availability of drugs on high school campuses has nearly doubled since 2001.

"You can get anything, anything anywhere," Xavier said.

Drugs and teens

Just under 46 percent of Do?a Ana County high school students said they were offered, sold or given drugs on school property in 2011, according to the state health department's Youth and Resilience Survey. The number is the highest ever since the survey began in 2001, when 27 percent of students answered yes.

More than 18 percent of New Mexico teens say they first tried marijuana before they were 13 years old -- a rate nearly twice as high as the national average, 8.1 percent, according to the CDC.

New Mexico teens are also more likely to have used marijuana in the past month than their national counterparts -- 27.6 percent in the state, compared to 23.1 percent nationwide.

And more than 46 percent of Do?a Ana County high school students said they had consumed alcohol in the last month.

Those statistics don't surprise Sgt. Kiri Daines, Las Cruces Police Department's supervisor of school resource officers.

Every public middle and high school in Las Cruces has an officer who analyzes school safety, acts as a deterrent, handles criminal behavior on campus and is a resource for students.

"As much as we try to intercept stuff, we can't control everything," Daines said, noting students aren't bringing kilograms of drugs to school but one joint. She estimates each of the four major high schools has a drug incident about once a week.

Louie Atencio, who works in intensive outpatient substance abuse with Families and Youth Inc. in Las Cruces, has seen a rise in teen substance use in his 23 years working with youth and drugs.

He estimates there has been as much as a 70 percent increase in the number of teens using marijuana, especially as the drug has been legalized for medical use in many states and personal use in Colorado and Oregon.

He has seen an increase in "multi-generational" marijuana use as parents and sometimes grandparents use with their children. About 20 percent of his clients follow that model, he said.

Though marijuana seems relatively harmless to some, the kids he sees often smoke four to eight joints a day, he said. They struggle with short-term memory and are failing their classes in school.

"They don't seem to have that clarity," he said.

After they've been clean for about a year, the students are earning A's and B's again.

"As soon as they stopped smoking ... all of the sudden, their motivation is where up there," Atencio said.

There were 191 drug-related arrests of youth under age 18 in 2012, according to Las Cruces police spokesman Dan Trujillo. They were overwhelmingly male, 150 of them.

The offenses ranged from the sale or manufacture of illegal substances to possession, and included synthetic and narcotic substances, opiates and cocaine. Most, however, were marijuana arrests.

Hoping to evade drug tests, Atencio said teens are increasingly using synthetic cannabis -- a legal substance sold as incense but used as a replacement for marijuana. Tests often don't detect the substance, known as spice or K2, making it a favorite -- though tests are evolving.

Students who use spice are often aggressive and "entrenched in their belief that everyone's out to get them," destroying relationships, Atencio said.

'Whole world bearing down'

Xavier was a straight-A student in elementary school. He tested at a 12th-grade level in sixth grade, he said.

He is the oldest of four children, whom he helped care for while his mother worked. His dad wasn't around growing up, and his stepfather, who is no longer a part of the family, was abusive, he said.

Middle school brought problems. Xavier got in with the wrong crowd, into gangs, which led to drugs which led to trouble, he said.

He sold and used marijuana and cocaine, though more selling than using. There was a stint trafficking the drugs as well.

He could make $1,200 for a pound of marijuana; three times as much for cocaine. Mix the cocaine with baking soda and he could make more.

"When I was that age, I thought it was a lot of money," he said.

He began receiving citations in middle school -- for weapons, fighting, petty theft -- and getting in trouble with the police.

He was kicked out of Picacho Middle School and transferred to Camino Real Middle School.

He was never home, only stopping by to grab something, always at his girlfriend's or friends' houses. He didn't like being home, where his stepdad was, he said.

In 2010, the family found out his mother has terminal cancer.

"I felt like the whole world was bearing down on my shoulders," he said. "I had to grow up really quick because I didn't have a dad and my mom was sooner or later going to leave us."

Escaping reality

Teenagers use drugs because they are bored or want to escape, counselors say.

"Drug use is staying the same because kids say they are bored," said Ruben Sanchez, the house leader of Stepping Stones. "... The more we embrace our youth, the less likely they are to use drugs."

Funding for local recreational centers and free sports leagues has decreased, so teens look for other ways to pass the time, Sanchez said.

"As we struggle in the economy, you see families struggling more and more with not being able to meet financial needs," Atencio said. "There are more and more kids trying to escape their own reality by using."

There's also another answer to the high rates of drug use in New Mexico, Atencio said: "We're so close to the border. It's right here. It's way available. In order for it to hit the eastern states, it's got to come through here."

Daines encouraged parents to talk with their children about drugs; there is only so much prevention schools can do, she said. The officers educate students as often as they can, and many schools offer the popular Drug Abuse Resistance Education (D.A.R.E.) program. But "ultimately, those kids go home," she said, noting many students say their parents don't care what they do.

"We have to acknowledge the fact that our kids are exposed to drugs and communicate with them," she said. "... We can't bury our heads in the sand and say it's not happening."

Xavier did drugs and drank mainly because he wanted to escape, like most kids, he said.

"They want to try something new. They want to escape," he said.

His mom would randomly drug test him sometimes, but he always managed to outsmart her.

He turned to Spice when he was on probation as early drug tests couldn't detect it. But then he overdosed, seizing and hallucinating.

Hi mom threw him in a cold shower and took him to the hospital.

"Ever since then, I tell my brother and other friends to stay away from it," he said. "It's just not good. ... After that, ... I never used drugs again."

'I worry every day'

Xavier's mom's diagnosis -- terminal ovarian, cervical and uterine cancer -- brought a 180-degree change in Xavier's behavior, he said. But not a full 360, not yet.

He was arrested in a high-profile destruction of public property incident in Las Cruces, one he said was an accident. He took the fall to protect his younger brother, he said.

When he first came to Stepping Stones, he got in trouble for not charging his bracelet, talking back; now he's been "blue ribbon" or top-notch behavior.

But he worries his 1-year-old son will follow his path.

"I worry that every day," he said. "There's an old saying that your kids will be a lot worse than you. So I worry every day."

In some ways he's thankful he got caught, he said, "because it opened my eyes."

By completing Stepping Stones and a Border Patrol for at-risk youth, he'll have a clean record when he turns 18.

He is two classes away from earning his high school diploma, just repeating failed P.E. and freshman algebra classes to go.

He received a scholarship to study automotive and performance duty at Western Technical College in El Paso, and will learn how to make engines faster and upgrade cars.

He aims to leave Stepping Stones in December.

"I want to get it done by this year so next year will be a whole new year," he said. "It feels good to be clean and sober, but it also feels a lot better to be clean, sober and free."

GOP prepares bill to cut food stamps by 5 percent

WASHINGTON (AP) - House Republicans are preparing legislation that would cut food stamps by as much as $4 billion annually in an effort to downsize a program that many conservatives say has become too bloated in recent years.

The head of the House Agriculture Committee, Rep. Frank Lucas of Oklahoma, says a small group of Republicans, including GOP leaders, have agreed to try to advance the legislation as early as next month. It is certain to face strong opposition from the Democratic Senate and President Barack Obama, who have opposed major cuts to the program, now called the Supplemental Nutrition Assistance Program, or SNAP.

The measure would reduce the $80 billion-a-year food stamp program by as much as 5 percent. House conservatives want major cuts as SNAP has doubled in cost since 2008.

Reps. Marlin Stutzman of Indiana and Kristi Noem of South Dakota, two Republicans who helped design the bill, said the legislation would find the savings by tightening eligibility standards and imposing new work requirements. It would also likely try to reduce the rolls by requiring drug testing and barring convicted murderers, rapists and pedophiles from receiving food stamps.

All of those provisions were included in a farm bill defeated on the House floor in June, though several, including the work requirements, were added by amendment. The original farm bill passed by the House Agriculture Committee would have cut food stamps by about $2 billion, but conservatives revolted against the bill even after adding additional savings through amendments, saying the cuts weren't high enough.

After the farm bill defeat, Republican leaders split the farm bill in two and passed a bill in July that included only farm programs. They promised a food stamp bill to come later, with deeper cuts.

The Republicans said the exact cost of the bill isn't yet known, but they are estimating the cuts would be around $4 billion annually.

A farm bill passed by the Senate in June keeps the food and farm programs together and cuts food stamps by about $400 million a year, or about half a percent. Senate Agriculture Chairwoman Debbie Stabenow, D-Mich., said the original House cuts - about half of what Republicans are now proposing - were unacceptable.

The White House supported the Senate bill but had threatened a veto of the House bill. Lucas hinted that the differences are so "huge and dramatic" between the Senate bill and what the House is proposing, that the White House may need to get involved, something the Obama administration has so far declined to do.

"This may be one of those issues that may need some guidance from on high," Lucas said.

First, Republicans have to get the votes to pass the bill in the House. That could be difficult as Democrats will be united in opposition.

Stutzman said he thinks the issue will play well with their constituents when members return to their districts in August. The Republicans say they are trying to focus on the policies, not the number of dollars that would be cut.

"Most people will agree that if you are an able bodied adult without any kids you should find your way off food stamps," Stutzman said, referring to proposed work requirements. "I don't think we will find much disagreement on this."

Noem agreed, saying that talking about policies and not just dollars "shows that you really care about adding integrity into the program."

Still, she said, making cuts to the program is a "huge culture change" not only for Democrats but also for some Republicans who have a lot of food stamp recipients in their districts.

Arkansas State preparing for trip to Canada

The Arkansas State basketball team is about to start practice for a trip to Canada where the Red Wolves will play three exhibition games in Calgary, Alberta.

The five-day trip will be Aug. 14-18 and the team will begin practice on Aug. 5.

ASU will play the University of Alberta on Aug. 15 and 17 and will take on the University of Calgary on Aug. 16.

The games will be played under International Basketball Federation rules that include four 10-minute quarters, a 30-second shot clock, an NBA-sized lane and team will have eight seconds to bring the ball across mid-court.

I dried the phone in the sun by removing all parts and then reassembled it and it worked for me.

LOL... There is a FACEBOOK group dedicated to people who drop their cellphones in the toilet.

BTW, very nice & helpful tips, dos and don'ts... but i don't understand the 'Bury it in Rice' concept. Can any1 explain, why?

Was it 13 years ago that the world was buzzing with the ?Y2K? expression? A whole 13 years! Where did the time go? From ?tapping? Nitel lines, to trying to decide whether one should get a Samsung TruI or a Motorola M35? telecommunication has really evolved in Nigeria. Looking back from the time of Hi5, the first MySpace and Whisper2U, social media and online friendships have blossomed over and beyond imagination. Now, dating websites are advertised on television; all you need is the internet and the future is born.

The ease of forming friendships and bonds (real or imagined) is one of the interesting parts of new age social media. You find people ?setting P? (building romantic relationships) on Twitter, Facebook and Blackberry Messenger, just to name a few. Many times, these relationships are simple friendships and completely kept within the realm of the internet. Other times, the relationships transcend into the physical and people hook up. A lot of times, you hear things like oh ?He?s just my Twitter friend? and you?re corrected that the relationship is just an online one. This is simple, right? At least, it appears to be until you find out that your ?real-life? spouse is upset about a certain online friendship that you have.

About 10 years ago, I was part of a discussion web board called TalkNaija. I met some of the most important people in my life now on TN. Over the years, the TN crowd fizzled out and moved on but about 11 of us have remained close and have migrated to Blackberry Messenger. What has kept the core TN group together over the years even though we?re scattered across the globe? Our ability to laugh at each other and help each other through binds. Someone once asked me if our online friendships were ?real? and if I didn?t think that such online relationships had a way of clashing with actual physical relationships.

She narrated a story of how she found out that her husband had an alternate life on Twitter. According to him, the girls he talked to were just his friends on Twitter and he had never disrespected her in anyway. I told her not to jump to conclusions that some of my friends on TN were married. Heck, we watched them transition from single guys to married folk on TN and it would be foolish to assume that all our crazy bants on TN were a sign of adultery or anything untoward. She said I was just naive.

What do you think about online relationships and friendships? Are you averse to your spouse having online friendships? Is there a line that must be drawn for social media friendships? For instance, if we?re dating, should you slow down on your Facebook interactions or Twitter direct messaging? Do you want to know everything your spouse is getting up to on his/her smartphone?
Would you show your spouse the kind of conversations you have with your e-friends? If not then is it safe to say the friendship isn?t completely harmless then?

Top Democrat Reid criticizes Republican-White House budget talks

WASHINGTON (Reuters) - Senate Democratic leader Harry Reid said on Tuesday he was "disappointed" with budget talks between Republican senators and the White House, saying President Barack Obama has offered concessions while Republicans refuse to budge.

The discussions have been the only significant channel for communications between the White House and congressional Republicans on the budget in recent weeks as the government faces a possible shutdown if a deal can't be reached by September 30.

Thus far the group, led loosely by Georgia Republican moderate Johnny Isakson and numbering as high as 25, has mainly tried to persuade White House Chief of Staff Denis McDonough and other top officials that the budget solutions should be designed to tame deficits over a 30-year period, rather than the traditional 10-year budget window used by Congress.

The Republican senators say this would require deeper cuts to expensive federal benefits programs for the elderly, which grow exponentially in the 2020s and 2030s as the massive Baby Boom generation retires in force.

Reid complained that the Republican group had not offered any specific proposals and wasn't working with Senate Democrats to replace automatic "sequester" spending cuts or resolve other budget differences.

"I've been disappointed with the meetings the Republicans have had with the president. The last one, as I understand it, was yesterday," Reid told reporters on Tuesday.

"All they talk about is, Mr President, what are you going to do?" Reid said. "He's already done things a number of people in my caucus, they're not wild about. But he's put forward his proposal. The Republicans refuse to come up with anything in writing."

Obama has offered Republicans a change in the way cost-of-living increases are calculated, using a less-generous measure of inflation, but has demanded additional tax increases on the wealthy. Many Democrats have balked at the proposal because it would effectively reduce Social Security payments to seniors in future years.

TAX REVENUE ROADBLOCK

McDonough and other members of Obama's economic team are continuing to meet with the Republican group, which also includes Senators Kelly Ayotte, John Hoeven, Lindsey Graham, Bob Corker, John McCain and Tom Coburn, a senior administration official said.

The official said the talks would continue, despite not yielding any results so far. To date the Republican senators have not offered specific proposals and have not agreed to put revenues on the table.

"Obviously the challenge is that the administration wants $583 billion in higher taxes and that just doesn't work for us," said Hoeven, of North Dakota. "Revenues should come through economic growth, not higher taxes. That's the stumbling block."

He said, however, that Obama's cost-of-living proposal shows there is room for agreement in some areas to reform benefit programs known as entitlements.

A more immediate problem for Congress, however, will be reconciling deep divisions between Democrats and Republicans over spending on discretionary programs ranging from education to the military, and replacing the across-the-board sequester cuts with savings elsewhere.

If these issues can't be resolved before the end of September, the government faces a strong risk of shutting down over lack of funding as the new fiscal year gets underway on October 1.

Time is already running short, as Congress starts a five-week recess on Friday, and has scheduled only nine legislative days in September.

Reid said Democrats were ready to negotiate any size fiscal agreement - "a big deal, a middle-sized deal, any kind of a deal. But you can't do it unless Republicans agree."

On Wednesday, Obama will come to Capitol Hill to meet with Democrats in both the House and Senate to discuss his plans for tax reform, job growth and budget issues.
